Yes indeed - ASX has a room full of supercomputers and makes money by leasing these out for a fee that allows these tiny trades. Very interesting TV segment by Alan Kohler a few years back on the subject.
It certainly allows for manipulation but as the ASX makes a lot of money from the exercise, the practice is not going to stop.
