Everyone has to make their own call on this. Sovereign risk is a real risk. It is worth reading back on announcements from PDZ over the past months and years to get a sense of the history. As an example, the ASX announcement of 8/8/17 highlights that Bogdanka have attempted in the past to challenge PDZ's rights here. I'm only speculating but I assume there is a reason why PDZ is talking about co-operation with JSW at Debiensko (an perhaps JK), but has not, at least to my knowledge, ever talked about a JV with Bogdanka.
