Its a short on closing price to squeeze out the small investors so the big boys can accumulate. Weak kneed investors sell and the sophisticated investors accumulate at a discount. Best time to do it is with stocks with sufficient de-risking but still have possible risks which for investors alien to the fundamentals of the stock or simply don't know the full details due to technicalities that are complex (like geology and the 1ps and 2ps and 2cs, etc), end up selling.
Sophisticated investors do it all the time.
