I think you'll find that about the first 40-45% of holders that have accepted are pirate related. 

The rest are:
- people who are unaware of the facts,
- people who don't have the time or inclination to research the facts for themselves,
- people who feel they are being railroaded into it and want to align themselves with the pirates interests,
- people who have accepted accidentally (Yes, I have spoken to people who have done this - whether by misreading the form, English not being their first language, thinking it was compulsory, etc).

Just my personal opinion, but I think there is enough information available (and also enough unknowns) to be able to make an informed decision on this.
