They seem to be saying that ICO might not be profitable given current cobalt prices against rising operational costs and are looking for help from the US Govt to support the mine.
It also seems that since commissioning won't be completed until the end of March that commercialization won't be declared until then which means all revenue and expenses will be capitalised to plant cost until then.
