It's not fraccing. Fraccing induces fractures in the formation under much higher pressures. This is more like using mouthwash to clean things up. It's not under sufficient pressure to fracture the rock. In fact, it is almost impossible to frac porous and permeable formations. Acid is used to increase the near-well porosity and permeability to increase flow. There is a large technical difference.
