It is not abnormal to ask shareholders to exercise their options and explain the use of the funding. That itself does not constitute insider information, and sure you can read inbetween the lines but nothing is guaranteed.

As for the shareholder, you would really only want to exercise your options if they were well in the money and close to expiry. Unless, those funds meant that your existing ownership would benefit greatly from exercising them (versus just buying more in the market). Hence why it only really applies to significant option holders who can also fund the options.
