Is “the function of each J/V party” spelt out? As I recall it, funding wasn’t included as one of MNS’ roles/responsibilities in the consortiums and yet they are raising millions of dollars to purchase equipment. With the exception of Magnis and C4V it would appear the other parties seem to have gone M.I.A.
