Yea its not "bad news" but the market might be disappointed that this was the best partnership they could get after so many months promoting.
It proves this is still a research company. Not a product company.
The partnership may result in them designing something valuable in some unknown time frame.
But in the mean time the competition has...billion dollar company partnerships, multiple universitys involved, US defence interests (Defence Advanced Research Projects Agency), already being implanted in human brains, or so the rumour goes
