Interesting report which may help throw some light on what's been delaying in Vanuatu - appears to be some past history here and more of an issue between UNELCO and the regulatory authority URA (rather than the wider Noumean govt)?:
Appears to me the visit from UNELCO's boss to higher levels in the Vanuatu govt may have helped sort this out - or at least let's hope so - could this help explain the positive development the last ann seemed to be implying without actually detailing exactly what had changed?
