Nope, 2.9Mt dry for the full June Quarter - you don't get paid for water. It's very close to an annualised 12Mtpa, but its not quite there.
June Standard Fines Realised CFR Price USD/DMT = $74.15 (Table on page 4)
Average headline price of ~US$78/t CFR (DMT) received for Standard Fines (Key Points)
So Atlas made ~US$4/t
June Value Fines Realised CFR Price USD/DMT = $61.67 (Table on page 4)
Average ~US$63/t CFR (DMT) received for Value Fines (Key Points)
So Atlas made ~$1/t
Mt Webber's transport cost profile should be be higher than Wodgina, Pardoo, Abydos and Mt Dove. I can't see how Atlas can drop their 2015 FOB costs (C1) by a couple of dollars without a significant change in transport methodology.
There is nothing in the 2015 CAPEX forecast that would indicate that there will be any material change in transport methodology.

Hmmm, Mt Webber Reserve is 54Mt. 10 years @ 6Mtpa = 60Mt.
