Okay, think I've worked it out, by "proposed ARP Project" I think RC means (it's definitely RC who writes these reports, his voice is unmistakeable) the grant application to ARENA under their Advancing Renewables Program. Again, it made it hard to know what he's talking about if there's no direct reference to ARENA and readers aren't very familiar with ARENA's various funding programs.

I again wonder if the switch to the new investment priorities, though more favourable to GSL's work than the old priorities, necessitated a fresh application?
