I think today's progress report from KLL supports your statement.
SO4 has greater pond size, more trench, further advanced plant development and catching up with bores installed. Furthermore their salts have been under the sun for longer.

As the article suggests, the main impediment will be delays in approvals and finance (assuming the two are linked).

The $60M blowout and management upheaval at KLL appears to have much more damage to their SP than the impact of Covid and any concerns regarding approvals/finance at SO4.
