Stock will run when the time is right. Usually once the penny drops.
We are in a still higher risk phase without permit. But ive never seen a surer stock - limited risk to big reward.
Once the permit comes through your looking at a solid share revaluation as we move from a dream to reality. When income earning becomes a much more likely outcome more investors with less risk tolerance jump on board.
Give it a few years, ignore the naysayers, we will get there.
