I think the problem is we are not allowed access into the site...

I think the problem is we are not allowed access into the site by the landowner, but we have the right to drill. So we need to go through the proscribed process and get the letter from the minister to get access.

so basically:
Access to land - Denied
Drilling- Approved
Non-Ground Disturbing Activities- Approved

I kind of think the landholder is trying to screw us over for compensation IMO

(3) The Minister may order the applicant for surface access rightsto post security for payment of the compensation and may prohibit, pending thedetermination of the proceeding or until the compensation is paid or secured, furtherentry upon or work by the applicant or a legal representative or other person actingon behalf of the applicant.
