Maybe BHP wanted to run down their CO2 emissions. That seems to be huge focus for BHP given their profile and the types of funds that BHP attracts.
WHC is more balanced on this issue as they are a one-commodity company and they have the very good fact of their High Calorific value thermal coal to blunt attacks from activists and government agencies. The actual governments know that we need the export and royalty income, plus the company tax and employee income taxes to underwrite their spending plans.
