If I was to guess it's a Chinese mob involved who have form for drawing it out and use their internal approval process as an excuse to take upwards of 12 months. Whether they intentionally use it as a negotiation tool is debatable but again they have recent form. It also makes sense as internal producers are under increasing environmental pressure by various authorities.

As such conjecture about multiple parties getting involved in a "dutch auction" is at best unlikely given there are very limited number of industry/producers.

IMO a formal agreement should provide a floor for the share price but can only do so once they have a signature on the dotted line.
