You scale off of comparable studies published by peers, just like every analyst does pre scoping study. MEI are also claiming low OPEX low CAPEX without a published study - are you going to question them too? Provided enough data is released (acid type, acid consumption, impurity extraction, met recoveries, leach time, leach temperature) you can estimate OPEX and CAPEX reasonably well.. After all, that's how the engineering houses do it
