    tejveer is likely correct. 5 days prior to 28th September 09 (but this date may change). When they say 'issue is made', they don't mean issue of announcement, they mean issue of shares. The issue of shares could be after 28th September.

    The question is: Do you want to buy the shares at a 10% discount?
