What they are saying is they don't need electrical energy to split the water molecules. They don't need a solar farm or wind farm to produce electricity to then use to split the molecules using electrolysis.
If I am understanding it right, in short: They are planning on using the photons directly from the sun with whatever material they have to act as a catalyst + using the energy from the photons causing the bonds to break rather than using electrical energy splitting the molecules thus creating Hydrogen and Oxygen.
