it doesn't actually SHOW the windspeed Cungi. It shows the profile of the wind - real point that needs clarifying is...
what is the lowest value windspeed (between 11am and 6pm)
what is the highest value windspeed (from 8pm to 8am)

    from my reading...
    https://en.wind-turbine-models.com/turbines/2391-goldwind-gw-191-6000
cut in (start generating) 2.5m/s (9km/h)
rated (when it generates at nameplate capacity) - 9.5m/s (34.2km/h)
    shut down - 24 m/s (86.4km/h)

once we know these values... relative to the wind speeds for the turbine - you could start determining a capacity factor...
if the lowest wind point is below 2.5m/s... there is 7hours from 24 that this will not generate AT ALL. which would limit capacity to 70%max... if the highest wind speed is below 9.5m/s - this would again cause the capacity factor to be dropped....

wind turbine is 191m above ground level. here is current wind speeds at Kidston Dam (so wind speed at turbine would be higher than these)
    https://www.willyweather.com.au/graphs.html?graph=outlook:1,location:39579,series=order:0,id:sunrisesunset,type:forecast,series=order:1,id:wind,type:forecast,station:210,series=order:2,id:wind

highest wind today has been 18.5km/h = 5m/s.... generating... but not hitting turbine maximum rated - I doubt the math would be linear, but that is ~35% capacity @ 5m/s? 71% capacity @ 7m/s?

edit: 35% capacity is if it is generating at 5m/s ALL DAY

that wind forecast would indicate (at ground level anyway) that there would not be any generation occurring during the daytime low
