They don't have to become a FTA country, They have bilateral agreements with Argentina and can negotiate/implement whatever those countries see fit, and can be implemented quickly if needed, just like they did with Japan
And the other half of your question 'a project that needed IRA support to be feasible' opens up the whole situation at hand, and the flow on effects due to the IRA, globally for both raw materials and processing/infrastructure
