Perhaps, however IMHO the ones that would be really struggling are those trying to negotiate a set of federal government level MSP principles, when many of the necessary powers for compliance reside at a lower level across the provinces all with different rules.

“The MSP seeks to partner with governments that are committed to ensuring or actively improving:

-The institutional and regulatory frameworks that promote good governance and informed, transparent, and timely decision-making processes, including permitting and licensing for minerals projects, in a way that promotes social benefit and minimizes environmental impact over the lifetime of the project.

-Balanced, transparent fiscal frameworks that respect host government participation and community development while promoting the minerals projects' commercial viability.

-Meaningful consultations between local communities, including indigenous communities, and the private sector, including with regard to labor agreements and project permitting.

-Transparent, ethical business environments through membership in and/or adherence to the principles of internationally recognized initiatives that promote a responsible minerals industry.”

“Argentina’s mining sector is managed by the country’s provinces—the product of a pair of deregulation laws passed by the U.S.-friendly administration of Carlos Menem in the 1990s…..That legislation …prevents Argentina from establishing a national policy regarding lithium exploitation and enables local governors to directly negotiate with companies.”

“The devolution of regulatory and tax powers to provinces have led to mixed outcomes. For example, recent regional constitutional reforms undertaken by the government in the Province of Jujuy have triggered significant protest from the region's indigenous population …”

Yeh the negotiations won’t take long at all. NOT!
