I also believe that they will certainly go into production. Delays due to government approvals is insignificant if they have the plants ready to be built and installed on approval. They wouldn't have the contracts in place with the major players if they weren't real!!!
I am certainly a buyer at these prices, as once the government approves the sites then sellers will run for the hills and the price will skyrocket.
