Speaking from experience only and that is a maximum amount eg 30k will be offered to qualifiers and scaled down IF demand warrants.

Meaning you could get the whole amount if demand is sparce, or a prorated amount if demand is above and beyond.

Think they put a limit on the downside if demand is extraordinary, so you get say for example, 4000 shares minimum, but it's first in best dressed.

When demand is heavy, some late comers could miss out, so as I said, get in early if keen.
