Let's get a grip and put this in to context. It was fully funded at the 2.5 Mtpa design. They have increased the capcity and redesigned to 3Mtpa and this is the new cost for the refined and updated design. If you believe that capital expenditure should be fixed despite the changes in project scope you have a life ahead of you with more bitterness in it than needed.
