Yes, I think your interpretation is correct. The MD has a shady past and this shortfall allocation does nothing for me to suggest a change in manner. I'm undecided whether to be a LT holder or not. This sort of action 'probably' makes me a ST holder as well. I look for companies that take care of their shareholders first and foremost.
