In reality, MTM could get away with securing a 10 yr lease or similar for a premises that has the required EPA etc approvals in place to build the pilot plant.
Fast tracking the process and minimizing capital expenditure.
Then combine that with possible grants along the way from DOD/DOE and any income generated in the first 12 months, we would be in a strong position for future expansion, ie Additional property's and plants.
Securing/purchasing a property is always strategically benificial, but leasing has its benifets financially and can give flexibility to a company.
