The metals plant (KMP) was supposed to provide a revenue stream and substantiate the development of Dubbo. What happens if they continue this way... no orders? Keep the plant open and let it drain money or put it on care and maintenance? How confident can we be about Dubbo proceeding if KMP doesn't need supply?
