IMO bidders are well advised and know rules inside out so would be surprised if it was a error. Freshening the bid ( not changing any numbers unless downwards ) is another strategy that walks it down and gets bidder extra value and they could use released quarterly interpretation to do so I guess. At least YOW didn't release quarterly before period closed.
