I've just called the KNL office and was told that the previous KfW mandate had not lapsed. The changes to the Tanzanian mining legislation had created inconsistencies between the legislation and the mandate which needed to be resolved. KNL and KfW has been trying to get clarification from the Tanz gov over the last 18 months. The new mandate is a platform to move forward and demonstrates that KfW are now able to incorporate the new legislation into their lending rules.
