as much as i hate to say it i tend to agree with you M4L.

A long time between now and 31 July for the ML decision and if the process is anything like I've encountered in business, you rarely get things finalised well ahead of a deadline, rather you always seem to be scrambling to get over the line.

Similar for the financing, any financier, financial institution or otherwise will want certainty on the ML before providing anything more than an indicative, non binding term sheet. We already know they are talking to financiers and discussions are positive so an announcement saying we have a non binding term sheet doesn't really tell us anything we don't already know. Maybe we gets to see the terms of the agreement but again, all indicative.

They are the 2 key announcements that will drive the sp higher and i think we will drift on low volume in the interim.
