if that is fake (time will tell), he or she should be pursued and prosecuted, but alas, ASIC is the furthest thing from a market regulator one can imagine. I've seen hundred of similar bids over the years, it's called misleading and deceptive conduct, also market fraud, just like the many buy orders currently at 0.001 of a cent in dozens of penny dreadfuls
