I think the fact that Sojitz took up the 10,000tpa planned and the additional squeezed 4ktpa may be an indication that KNL has people up its sleeve to buy the additional 20ktpa.
The Bank's pre-requisites are still the same - they insist on the highest Euro-hippy standards. This is not some Chinese POSCIMONIO or whatever it's called.
