I don't think KIS is going to retrace back to its lows around 14c, a level associated with the SPP which is now completed and closed. The SP spent 6 months between earlier this year between Feb-Aug in the 22c-30c range, in anticipation of this thing going ahead. Now that the go-ahead has been confirmed, it's my guess that the SP will at least return to the 22c-30c range, and then go higher still. Securing the finance means the project has just been significantly de-risked.
