I am now not sure who gets to see conditional stop loss orders. Apparently the market makers have access, and exploit this information to generate stock liquidity, and to make money in the process.

even if big end of town players can’t see the conditional stop loss orders, they can still “go fishing” for them, selling down the stock price bit by bit, trying to snare some “big ones”.
