It looks super bad to me, as the context is that they got cash instead of stock for their incentive scheme. The implication is that they knew they would not easily be able to sell at previous prices, and that their options might be worth less if anything. That risk should not have been borne by shareholders who did not know the cash position.
FWIW: Short term win for a long term loss of reputation if you were to ask me my opinion.
