All legimate landowners are stakeholders in PNM.all were confirmed with Mines, Lands Dept and fisting. Standard process at signing SAA. I dont think ML hearing has anything to do with landowners. Mines isnt Lands Court.

I read one chinese SIRC(suma) is finished in SI because no legimate landowner signed SAA with chinese, so they sold to Win Win. But even chinese Win Win has issues with legimate landowners. Read local newspapers.
