She may definitely help on a local level.. but I'm not sure how much she will able to move the dial closer for drilling!
The best she can do is help recruit key personnel to the company which will ultimately help sway the local population in favour for mining to the area ( even though it will likely be underground mining with minimal disruption to overburden. )
Education will be a big one.
