This is Europe we're talking about (I live here fwiw). The stereotypes regarding setting up businesses, red tape and the like are true - reindeer, natural environment, all that jazz will take priority over business needs, and I'd go so far as to say, critical minerals. And then god forbid you actually make some money on a project you'll get taxed heavily. Can't make money over here, unless you're some descendent of a two-bit prince from the holy roman empire. Mining? Can't do that over here... digging holes is only allowed in the colonies such as in New Guinea or the Congo.
