Please note the Supreme Court example ruling on zoning in the post where you commented earlier by me. While LAT66 has claimed ownership on small areas of land with the now dismantled mining area, they need zoning permission. Given the Supreme Court ruling on zoning of Hannukainen Mining - this area is even way more difficult, close to impossible, than the case in question in Kolari where the city decision was overturned by the court. Especially since in LAT66 case they do not have the city on their side at all.
