With the right infrastructure in place, it means that if more holes need drilling they don't have to spend money on shifting equipment and this lays down access to the site/s longer term. So yes question is then can they get this all done in 2018 and well they probably knew they were going to do this in Feb'18 but decided to put this change under the banner for revised approach.
Not to bothered really. But I'd say they've now got their backs to the wall to deliver in 2018 and have got any margin for error.
