Delay or just poor planning to come up with this excuse for a delay. If the intention was to drill through winter periods and the access was going to be an issue versus cost of using helicopters. The decision now is what you call at the 12th Hour. Delays would be in relation to unforeseen events and more excusable. I would argue that they should have had foresight of this "eventuality"
