Pure and simple with so many shares offered to institutions, the sell side is stacked and this keeps pressure on the share price and so those who've invested will have to wait a very long time to realise any profit on the investment they've made.

There is also a question as to how much the SP will rise on the back of good drilling results, given that next door you have a company drilling amazing grades and it's meant not a lot to the SP. Having a healthy share price means any CR is done at a good price and not much dilution is required. Eventually this company might have to deregister / delist if they have no means of raising capital.

I think we're heading there.
