No it doesn't because I have looked at the documentation submitted by both companies and have concluded that LD is significantly more sensitive from an environmental perspective and have noted that RWD has, in some areas, done far more field and desktop work over multiple seasons and years.
Time will tell.
You should look at the work done by RWD. It's on the WA EPA site.
