KLL has approval from the Feds plus overall more advanced on multiple fronts yet SP is stagnant. KLL may well get EPA approval for their stage 1 before RWD.
Scale of project plus indigenous heritage might be deciding factors in the public review? Perhaps there are certain species of flora or fauna at LD that are special?
Approval at LD will significantly de-risk the project.
