Is the 120MW the full plant load? Maybe, maybe not. Pretty hard to say until the company gives some detail about what the size and configuration look like. just one example would be well counts.
The cost could be defrayed by collaboration with local agencies for power provisioning to the public, or via grants. It could be outsourced and be a pay as you go arrangement from Lake's perspective.
The point is you are trying to do a calculation with only half the data, any answers would be purely speculation.
I'm all for robust discussion, but some topics just don't have enough data to support meaningful assessment.
