The cost could be defrayed by collaboration with local agencies for power provisioning to the public, or via grants. It could be outsourced and be a pay as you go arrangement from Lake's perspective.

The point is you are trying to do a calculation with only half the data, any answers would be purely speculation.

I'm all for robust discussion, but some topics just don't have enough data to support meaningful assessment.
