I think Lilac are claiming that they were delayed in shipping the containers and getting them to site and that duration should not be held against their time requirements to establish and test the system on site. Assume 3 months to set up and test, and then due to global supply chain issue you can't get your stuff for two months - only leaves you with 1 month. A delay that could potentially cost them $billions. Both sides are incentivised and owe it to their stakeholders to question the issue.
