Your constant insinuation that PEN deliberately delayed this project because they can't produce is unfounded.

UEC's resin production had been sitting idle for many years. The contracts signed with PEN where some time ago and entirely valid. Until fairly recently there was no reason for UEC to cancel that contract... Unfortunately they recently acquired an number of projects in the area. This makes a lot of sense for UEC but was not predictable by PEN. And they couldn't plan for it until it happened.

It is entirely possible PEN asked for reassurance to confirm the contract and possibly lock it in for several years until they could build their own resin production capacity... This may be the reason UEC gave notice in a timely fashion. UEC now would require it themselves so no longer can guarantee long term delivery. Yes it is painful, but it would have been much worse if PEN was just producing since you can just turn it off.

So as frustrating as it is, these events were not predictable by PEN.

As to the low PH...well we will have to see won't we?
